Dear Friends and Colleagues,

External Verifier Visit from City & Guilds Exam Board- a good report

Family Literacy Language and Numeracy courses, in the Family Learning programme, offer learners the opportunity to achieve externally accredited City and Guilds qualifications in Literacy and Numeracy. In 2010 – 11, 121 learners achieved qualifications ranging from entry level 1 numeracy to Level 2 literacy. These qualifications are of tremendous value to parents and carers who can use them to progress to other courses at College or gain employment. For some of our learners this is the first formal qualification they have ever achieved and as well as inspiring them ensures they become a great role model for their children.

Entry level qualifications are marked and verified internally by Adult Learning staff and then a sample are externally verified by an External Verifier (EV) from City and Guilds, once a year. This external verification process is very thorough but I am pleased to say, following the EV’s visit last week, he confirmed the high quality of our assessments, in his report. He also visited a class and was, therefore, also able to confirm the high quality of teaching and learning on our courses. Thank you very much to our tutors last year who enabled learners to achieve qualifications and thanks also to Stella Houlihan, Anna Bridges and Ben Chapman who worked very hard on the day to ensure that our EV recognised the robustness of all our assessment and administrative procedures.

Progress towards our learner targets for our Skills Funding Agency Contract- steady progress

Every academic year we are set a target number of learners by the Skills Funding Agency (SFA) who provide our funding. Reaching our learning target helps us to secure our funding allocation for the following year. (The academic year runs from 1 August to 31 July) This year, 2011/12, we are working towards a service target of 7,200 learners. Despite the difficult economic climate, which has impacted on fee-paying PCDL courses in the brochure, we are making steady progress, as we approach the end of the autumn term. A snap shot of our current figures is:

This figure will decrease slightly when the PCDL team make their course cancellation decisions on 12 December 2011, for those courses which start in the first 3 weeks of January, only.

PCDL course enrolments are taken by staff in the NCC call centre at John Dryden House. After some initial teething troubles in coping with the volume of calls for our service, as well as other NCC services, I am pleased to tell you that call waiting times have improved considerably and a much better service is being offered to our learners.

To support our enrolments a good deal of advertising, using a variety of media including texting, email and radio, takes place through out the year. For example, most recently, a small spring term PCDL courses flyer will have come through your letter box, in addition to the autumn term brochure, which also advertises spring courses. In Family Learning and CommUnity Learning programmes, a good deal of advertising is done by our partners.

In addition, many tutors are keen to promote their courses locally. A marketing pack containing a business card, flyer and blank template is available to tutors. Hate Crime – On- line Training reminder

In a previous bulletin all staff (sessional and substantive) were asked to complete the important short training module on recognising and reporting Hate Crimes and Incidents.

If you have already completed the training, thank you. If you have not completed it, please can I remind you to do so before the end of December 2011.

Some of you may be experiencing difficulties with the link for hate crime training. If so follow the instructions below:

1. Copy and paste the link into the address bar in your internet browser and press enter. www.northamptonshire.gov.uk/traininganddevelopment

2. Your will be directed to the NCC Training Course pages.

3. In the search box type Hate Crime Training press enter.

4. This will then take you to the hate crime training pages. You need to have a NCC email address in order to log on. (If you do not have one you should contact the ICT Department 01604 237666). There are instructions for you to follow so you can self register for this site.

Congratulations to Anne Wilshin

I am delighted to inform you that Anne, our CommUnity Learning Team manager, is having a baby . She will take maternity leave for approximately 6 months.

The closing date for applications from Curriculum Coordinators in the CommUnity Learning Team for this fixed term post is today - 2/12/11

- Shortlisting takes place on 5/12/11

- shortlisted candidates will be notified on 6/12/11

- Interviews will take place on 14/12/11

Interested candidates should contact Anne or myself for an informal chat

The interviews for ‘back fill’ hours will be held in January. Further information on the progress of the selection process will be included in future bulletins.

Recruitment to Adult Learning Support Services

The adverts for the vacant administration posts are now in the bulletin and closed on 8th December 2011 at 12 noon. Please note that only NCC employees can apply for these posts and have to follow the recruitment process. Any interested parties need to complete and submit an application form to HR by the closing date. We intend to interview successful candidates w/c 19th December.

After discussion with HR, there has been a slight change to the Support Services Structure in regards to the Administrator 2 posts. The changes have been authorised at Director level and have followed the appropriate HR processes and procedures. Julie Bromwell’s job title is now Senior Administrator. She has taken over the line management of the Administration/Data team and responsibility for their day-to-day tasks. Ben continues to co-ordinate venues but has also been given the responsibility of Exams (amongst other things). This arrangement has informally been in place for some time so this should not affect you unduly.

Equipment Sale

Those of you that have expressed an interest in the equipment we are selling will be contacted in the very near future with a list of equipment, the cost of the equipment and what to do next.

Adult Learning teams working closely together

As you know the former Neighbourhood Learning team and the Chefs in training team came together in the new Adult Learning Service structure, to become the CommUnity Learning Team. Although this new team has only been formed since August, they are already thinking about how they can work more closely together, for the benefit of their learners. A brief snap shot of current good work includes:

By combining their understanding of the purpose of the new Unity course, and their many community contacts, both Hazel Johnston and Heather Dommett have facilitated work experience placements for two Unity course learners. Heather and Hazel have created the opportunity for learners to volunteer at two separate community lunch events, once a month. This is a great opportunity and CommUnity Learning staff are now in the process of assessing learners’ locations and suitability for the placement.

I look forward to sharing more good practice examples with you in future bulletins. Good ideas are always welcome for consideration. Please speak to your manager or curriculum coordinator if you have a good idea which will benefit our learners, thank you.

Recruitment to Adult Learning Support Services

Adult Learning Service- A new telephone number for customers from 1 December 2011

The technical work is now complete and I can confirm that the new 0300 number for NCC general enquiries and CSC (the call centre which takes PCDL team enrolments): 0300 126 1000 will be in place from 1st December.

Transition time table

· Leading up to the 1st December we will amend existing voice prompt messages to alert customer to the coming change

· From the 1st December customers calling your existing number in the NCC call centre 01604 237418 (PCDL enrolment line number) will hear a message alerting them to the change and will be transferred automatically

· From the 1st March customers calling your existing number customers will hear message alerting them to the change and asking them to redial (they will not be transferred)*

· From 1st June 2012 the old number will be switched off

· The old direct number to Adult Learning Services for tutors and customers use, 01604 237119, will not change for the foreseeable future.

National ‘day of strike action’ – Wednesday 30 November

You may have heard in the media that a national ‘day of action’ is likely to go ahead on Wednesday 30th November 2011. This industrial action is in response to planned changes to the public sector pension schemes.

The council is making preparations for strike action and guidance information for managers and employees will be available shortly.

We appreciate that the issue of public sector pensions is important to everyone in the council. However, the council also needs to maintain service delivery on the day of the strike action.

Substantive staff (not sessional staff) please be aware that, as a result, the corporate management team has decided that no new requests for annual leave, flexi leave or TOIL will be authorised on 30th November, except in exceptional cases.

There is a possibility that strike action on 30th November may result in school closures. If you have school-age children you should consider the potential need for childcare cover on that day.

If you teach in a school on Wednesday 30 November, please check that the school will be open, thank you.

NCC are in the process of submitting for consideration by the Trade Unions a number of proposed exemptions to strike action, and will let you know once we receive a response.

Dear Friends and Colleagues,

Adult Learning teams working closely together

A key element of our strategy, in the new service, is to develop partnership work. A lot of good work has been happening already but we are building on this success. Working in more closely partnership with external partners, other services in NCC and teams within Adult Learning Service enables us make the most of resources and expertise for the benefit of our learners and customers

Last week, I was able to tell you about the excellent partnership work taking place between Family Learning and PCDL to enhance the Family Learning programme.

From now on, PCDL will be far more involved with both the Family Learning and CommUnity teams to extend and enhance the range of free provision which they can offer to their learners and become more responsive to learners’ needs.

A brief snap shot of current good work includes:

· Siobhan and Heather in the CommUnity Learning Team are each providing a group information advice and guidance (IAG) session with a group of learners, in Family Learning - tutor is Ricci Chatterjee.

· CommUnity Learning staff have been delivering arts and crafts activities at Emmanuel Church rooms (Mums and tots).....when they finish in a few weeks, Family Learning will continue to work with the learners.

· CommUnity Learning have been working at Kings Heath Primary School, delivering CV- writing activities, Adult Learner Directions and Back to Work skills courses. Now the learners have requested a First Aid course and PCDL team are taking over to provide this.

· Unity learners are making 400 mince pies for a PCDL event in December. This is a beneficial opportunity for learners to be involved in a work-based activity that will count towards their Asdan qualification aims and at the same time support a PCDL event .

Please help us support the Unity Learner at the coffee shop at Hayden Road, Rushden- poster attached.

Congratulations to Anne Wilshin

I am delighted to inform you that Anne, our CommUnity Learning Team manager, is having a baby .

Anne plans to take 6 months maternity leave. Her provisional last working day will be Friday 24/2/12 and she intends to return in mid September 2012. To cover this six month maternity leave, HR team has agreed that there will be a professional development opportunity for 2 people ideally to ‘act up’ in a job share arrangement to take up Anne’s full time post, at FEMs 8 (from 24/2/12- 14/9/12)

The job share will be split as follows:

· NL – 0.6 / UNITY- 0.4

· Selection process for ‘acting up’ role -short application form, interview and presentation

· Initially ring fence applicants to CommUnity Learning T eam Curriculum Coordinators (FEMs 1-4).

· Back fill Curriculum Coordinator hours from sessional team

· If no appointment is made to manager post from the CommUnity Learning Team – offer acting up opportunity to all FEMS 1-4 Curriculum Coordinators, across ALS teams

It is anticipated that Interviews will be for this fixed term manager post job share opportunity will be held in December. The interviews for ‘back fill’ hours will be held in January. Interested candidates should contact myself or Anne for an informal chat. Further information on the progress of the selection process will be included in future bulletins.
